To tip, or not to tip?

When I woke up and switched on the light, a light-bulb had a little exsplosion and the fuse went. Luckily the light at the bathroom still worked. I took a shower and called the reception (and yes, I had to text my father to get the word ?fuse? in English, how could I know what it was called?). A man came and fixed it, and suddenly the light, I asked them to fix two days ago, worked! When the ?fixer? said: ?Anything else madame?? I KNEW he was asking for a tip. I refused to give him any, as I think I have payed for this. Should I have tipped him?
